'Carlos' is a young man who was the victim of sexual violence and other physical and psychological abuses during his voluntary military service in an Army Base in Cusco, Peru in February 2011. A criminal investigation for the rape and torture of 'Carlos' was opened against a number of suspected individuals. While 'Carlos''s lawyers have repeatedly requested the Prosecutor in charge of the case to take further steps to advance the investigation, its progress has been very slow. For this reason, on 15 April 2015, REDRESS submitted a letter to the Prosecutor in charge of the case and to the National Superior Prosecutor Office in Lima (Fiscalia Superior Penal Nacional) alleging that the lack of investigation of the events suffered by 'Carlos' could amount to a violation of Peru's obligations under the United Nations Convention against Torture and the Inter-American Convention to Prevent and Punish Torture.
