REDRESS has been working with Sudanese survivors of torture and human rights defenders since the 1990s to seek justice in individual cases and to address the legacy and prevailing practice of violations. In the 2000s, the human rights situation in Sudan has been characterised by systemic shortcomings facilitating violations and impunity as well as the crisis in Darfur that resulted in the referral to the International Criminal Court. REDRESS collaborates with Sudanese human rights defenders and others to obtain justice and combat impunity for torture and related violations. This includes training lawyers and doctors in the documentation, investigation and litigation of torture and pursuing cases of torture survivors before domestic and regional bodies. In 2008, three human rights defenders who have been working closely with us were themselves subjected to torture in Sudan – they have now taken up their case before the African Commission on Human and Peoples’ Rights.
REDRESS has also been at the forefront of the campaign for criminal law reform in Sudan (Project for Criminal Law Reform in Sudan (PCLRS), at www.pclrs.org), which brings together our partners Sudan Human Rights Monitor, human rights lawyers and a broad cross-section of civil society. The Comprehensive Peace Agreement of 2005 (CPA), which ended the war between the North and South, provides for a Bill of Rights. It also envisages a series of legislative and institutional reforms to strengthen the rule of law and bring about democratic transformation in Sudan. The PCLRS uses the opening provided by the CPA to advance the recognition of the rights of the most marginalised people in Sudan. It also mobilises civil society to reinforce its capacity to advocate for law reform. The issue of law reform has now become an important site of struggle for the effective protection of human rights and respect for the rule of law in Sudan.
